Jiraiya only wanted to to be able to fend for themselves, so he took care of them while Tsunade and Orochimaru went back to the village. About two or three years later, (Don't remember the exact time) Jiraiya left the three, once they could use their Chakra. Nagato and Konan grew up together, as Yahiko died.
